The Northstar Boulevard Phase 1 Project constructed approximately 7,500 feet of new four-lane, median-divided arterial roadway in one of Loudoun County's fastest-growing corridors. As development in the Dulles South and Arcola area has accelerated, new arterial capacity like Northstar Boulevard has become essential to supporting regional traffic demand, improving connectivity, and relieving pressure on the surrounding road network.
The $90 million project included the construction of turn lanes at its key intersections with U.S. Route 50, Dulles West Boulevard, and Arcola Mills Drive to improve traffic flow and access along the corridor. Pavement work incorporated Full Depth Reclamation (FDR), a sustainable rehabilitation method that reuses existing roadway materials to build a strong, stabilized pavement base. As a new median-divided arterial, the roadway was designed to safely accommodate high traffic volumes while providing improved north–south mobility through a rapidly developing part of the county.
Dulles Engineering supported the project under prime contractor Shirley Contracting, providing quality control and materials testing across the corridor to verify that all work met project specifications and applicable VDOT standards. Through accurate, timely reporting and documentation — including Job Mix Formula (JMF) development for the FDR work — Dulles Engineering helped deliver a durable, high-quality roadway built to serve one of Northern Virginia's growing communities.
